Are psychologist equipped to handle depression - I was told it was chemical?

Yes, Psychologists are equipped to work with depression and yes, you are correct that depression is in part related to chemical processes in the brain.
When there are insufficient amounts of neurotransmitters, such as norepinephrine and serotonin in the brain, then people are at risk for developing depression. People born with a genetic predisposition to developing depression can be (although not always) triggered by environmental (nongenetic) and psychological or personality factors. Psychologists are trained to address these contributing factors.
Environmental factors include one's support system, family of origin issues, their educational and socioeconomic status, nutrition, activity level, overall stress, physical well-being and the impact of physical illness on day to day coping.
Psychological or personality factors include one's childhood history and unresolved early life experiences(abuse, loss), defense structures, emotional development, mental health issues and conditioned thoughts, beliefs and behaviors.
Sufferers of depression need to consult with their physician to determine what, if any, physiological (neurochemical, hormonal or physical illness that mimics depression) determinants of depression exist while also attending counseling to address the environmental and psychological factors related to this condition.
